Rochester, N.Y.-- At 11:39 this morning, City of Rochester public employees received an email that went something like this:
Today, I joined Monroe County Executive Maggie Brooks in requesting that Monroe County and the City of Rochester residents observe a moment of silence at noon to honor the victims of the March 12 Japan earthquake and Pacific tsunami.
